Bill is responsible for managing daily business operations, facilitating improvements to job functions and infrastructure, and directing the development and implementation of PAL’s strategic plan for sustainability and long-term growth.
He is also responsible for implementing the mission, vision, and values of the organization and for supporting PAL staff in meeting the needs of our clients.
He has over 30 years of experience in cultural and environmental permitting, archaeological surveys, project and staff management, regulatory compliance, and stakeholder engagement. He first joined PAL in 1993 and managed investigations for energy projects in the Northeast until 2007. Until rejoining PAL in 2023, Bill worked in the natural gas energy sector, where he was responsible for permitting numerous large-scale infrastructure projects and managing a staff of environmental professionals responsible for project permitting and compliance across the United States. His experience includes coordinating with the Federal Energy Regulatory Commission, State Historic Preservation Offices, U.S. Army Corps of Engineers districts, U.S. Fish and Wildlife Service field offices, other federal and state agencies, and municipalities.
Bill received his BA from the University of Massachusetts Boston in History and Anthropology.
